A Plan for a Plan

I went to the OCBoCC meeting on Monday about the transfer station. I came away more convinced than ever that locating a transfer station in a rural farming or residential area is a bad idea. I think a lot of good reasons for it being a bad idea were put forth, and as I took notes I realized that the OCBoCC all know most of these arguments and reasons not to do this, so rehashing it is not of any particular benefit. What I think has not been done yet is to put together an outline/timeline of an alternative that involves all of the potential players and describes the benefits with an end goal in mind.

So, rather than rehash, I thought I could take a stab at a plan for a plan. Obviously the outline below is a strawman (the 21st century equivalent of the back of a napkin) and needs refinement. A lot would need to happen and a lot could happen in parallel. I think you'll get the gist though.

First:

Convince yourselves and the community at large.

Bus driver fired after fatal accident

I just got the following notice from the Chapel Hill Town Manager's offce:

We are saddened by the tragic accident of Valerie Hughes, who died on Oct. 28 after being struck by a bus while crossing a street in Chapel Hill. We wish to express our deepest sympathy to her family and to her friends.

The driver of the Chapel Hill Transit bus involved in the accident, James Orr, was placed on administrative leave without pay immediately. The Town of Chapel Hill conducted an internal investigation consistent with Town policy and statutory guidelines.

Effective November 3, 2008, James Orr, Transit Operator II was terminated as an employee of the Town of Chapel Hill.

The Town Council has expressed an ongoing concern with pedestrian safety, and this unfortunate accident highlights our need to continue and improve upon that effort.

Eubanks Road off the preferred list (for now)

The Board of County Comissioners finally has seen fit to not included Eubanks Road in the narrowed list of proposed sites for the transfer station. While it ain't over till it's over, this is most welcome news. It looks like the BOCC has made strides in redemption by coming down this time for social and environmental justice.

The fight that the Rogers/Eubanks road community has waged for their neighborhood now has victory in their sights and with that victory will come a victory for the soul of Orange County. This has been a struggle that has taken decades.

Special kudos go to Reverend Robert Campbell and Neloa Jones for showing the perseverance and fortitude to make their case time and time again and lead their community against the odds. It proves that community activism and participation can make a real difference and overcome what at times seem like a never-ending series of obstacles.

However, vigilance is still required.

Wasting economic development

I have to say that besides Eubanks Road, Hillsborough (or of any of our municipalities) is about the worst place I can imagine putting our future waste transfer station. Apparently the two sites being looked at there are in an economic development zone. Unless they are planning for it to heavy industrial development, it doesn't seem like a good fit. (The DTH has a small graphic of the top 10 sites and Hillsborough's response to the two sites on their doorstep.)

These suggestions are so off the wall that I am wondering if they're preparing us for something really awful. I am ready for the Commissioners to get rid of the siting consultants and step up to take some responsibility for our county's garbage for a change.

Community unites against UNC Airport

I attended a meeting at the White Cross Community Center last night. The meeting was held and attended by close to 300 concerned Orange County residents who discussed UNC’s possible THEFT of homes and homesteads through eminent domain.

Why do I call it theft? Well, many interesting facts were presented such as cost (40 MILLION), economic and ecological impact to our communities and of course, kicking people out of their homes and off their farms so rich dudes can fly in for ball games and not be inconvenienced by having to drive an extra 5 minutes from RDU! I implore anyone who cares about the environment, local economy, justice or not letting your fellow citizens get SCREWED to help STOP this Jackassary NOW!

You can educate yourself on the facts by reading the following: http://groups.yahoo.com/group/sworangecounty

If We're Ever Going To Get Serious About Developing Alternative Transportation Modes...

The Durcham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) is beginning the process of seeking public comments on the various transportation Alternatives which it will incorporate into its 2035 plans to be submitted to the federal government later this year. These meetings will be the last opportunities for public comment before the plans are finalized and submitted so now is the time to make your voices heard.

Enforce Bicycle Laws of North Carolina!

I am pretty amazed at how lax state and local governments are when it comes to the bicycle laws of North Carolina.

Walking down Frankiln Street I saw numerous cyclists running red lights, not using hand signals, passing waiting cars, and riding on the sidewalk. All this was happening in plain view of Chapel Hill Police. There was even on man who was decked out in racing clothes who rode in the middle of the two lanes and cut in front of the car in the right lane and made a right on red without stopping.

If you want to know the laws you can read them here:

http://www.ncdot.org/transit/bicycle/laws/laws_bikelaws.html

Either enforce the laws or get rid of them. I plan on bringing this up with the Carrboro police department.
