I can't believe the manager continues to include this in the budget document (page 5 of link above): 

Both school districts have available fund balance, the accumulation of revenues minus expenditures, that each could use to fund their budget needs. The Board’s Fund Balance Policy for each School District is as follows (see attached policy):
Estimated Excess Above Established Minimum  Chapel Hill Carrboro City Schools  $2,643,524

Right below that, there is acknowledgement that the figures are wrong, specifically because we have ALREADY allocated the available fund balance for meeting operational needs in 2013-14 (as has been the plan for the past 3 years): 

Historical Fund Balance for Each District is as follows: CHCCS   2013    $ 3,315,967

 

I truly don't understand the purpose of putting out a document (and talking about it during presentations) that runs so demonstrably counter to reality.
