What to do about Halloween

Garden gnome and friends, photo by forty42two Every year the Town of Chapel Hill gears up for the enormous crowds that come to Franklin Street on Halloween, whether we want them to or not. I've been participating in this ritual on and off since I was an undergrad at UNC (in other words, a long time) and I think it has value for the community. While some individuals will always take it too far, most people are engaging in a healthy type of creative expression that is rare for adults.

I think the Town has done a good job of prohibiting alcohol and trying to control traffic. I also applaud the police department for understanding that this is event is a force of nature that can be controlled (somewhat) but not stopped. I'd like to suggest that we charge admission to the area. I think this would help keep the worst elements out of the mix and help pay for the enormous cost of hosting a Halloween party for revellers from across central North Carolina.

Franklin, meet Franklin

Speaking of business managers that don't understand the culture from which they profit (or hope to profit)...

A reader points us to an article in today's N & O in which the manager of the not-yet-open Franklin Hotel wants Festifall moved off Franklin Street because it might endanger his building. This guy can't have been in Chapel Hill long as the only street fair he's ever experienced here was last year's Apple Chill, which itself was fine, but ended very very badly.

Although the Franklin will not have any guests during the street fair, [hotel manager Michael] Donaldson said Thursday that fire crews might have trouble responding to the hotel should a problem arise that day.

Maybe if we close our eyes and pretend they're not here...

In response to the After Chill shooting, the Town Manager is proposing that ALL downtown gatherings be cancelled, moved, or severely curtailed with the exception of NCAA championships. This seems like a really bad idea to me. Not only are these festivals and parties great community-building events for the town, many of them can't be stopped even if we want to.

When over 70,000 people come downtown for an event that no-one has organized or even planned, you can't just tell them to go away. They are individual adults with their own decision-making authority. Just like you don't get to tell me what do on my Saturday nights, you don't get to tell them where to celebrate Halloween.

Franklin Street's days as party central might be numbered. Town staff members are floating proposals that could eliminate all but one of the main drag's main events.

The unofficial Halloween celebration might be killed by a 10 p.m. curfew. Wins over Duke and in the semifinals of the NCAA Tournament might move to campus. Festifall could go to Chapel Hill High School.

Bad apples

I thought Apple Chill and the motorcycle festival and the associated traffic management was handled very well today.

UPDATE: "Forty-five minutes after the initial shooting Jarvies said police received another report of gunshots fired several blocks east of 110 W. Franklin Street. In a third incident, a gun was brandished, but no shots were fired." - N&O: Three people shot in Chapel Hill
