The difference between a big idea and a big waste of time

When I first learned about the proposed framework for downtown, I was amazed to see such big, new ideas being proposed by the consultant hired by the Town of Chapel Hill and the Downtown Partnership. This proposal presents an opportunity for Chapel Hill to do something visionary and to once again have a thriving urban center that is the envy of other communities. But.

The only way that this Big Idea will evolve into a Good Idea is if Chapel Hill can make this vision our own. Not only that, but I also think this plan might have trouble being approved in Chapel Hill without generating significant community investment in its approach. Or, as I said in June:

A new day?

The Orange County Board of Commissioners will place a 1/4 cent sales tax on the ballot this November. Revenues generated from the tax, which is expected to raise $2.3M annually, will be allocated for economic development (42.5%), repairing older school buildings (42.5%), public safety (15%). The tax will not be applied to food or pharmaceuticals.

Of the $977,500 expected to be raised for economic development, the county manager has proposed that 30% ($293,500) go to building infrastructure within the economic development zones and 15% ($146,625) go to a small business loan fund such as the one Carrboro initiated many years ago. I haven't seen anything designating the use for the remaining $439,875 (55%) other than a report in the CH Herald about the need to offer incentives.

When we go to polls in November, we will not be voting just for the new sales tax, but also for this allocation plan. Can you support it? Does this plan signal a new day to you?

Questions that I'm interested in having discussed are is 30% enough to build the needed infrastructure in less than 10 years? How should the other 55% be spent (I am totally opposed to incentives)?

What does "buy local" mean to you?

Yesterday was the last day of Buy Carrboro Week (see adorable flyer at left). This was an initiative of the new group LocalMotive, which is just one of several organizations focusing on economic development and "buying local" in southern Orange County.  Others include the Carrboro Merchant's Association's Walk Carrboro, and the Town of Chapel Hill's Downtown Economic Development Initiative and emerging Franklin Street Artists' Co-op. There are also older/more traditional groups such as the Chamber of Commerce (and their We Buy Local effort), the Visitor's Bureau, and the Downtown Partnership (risen from the ashes of the old Downtown Commission). I'm sure I'm forgetting some, and I'm not even touching on the groups covering Hillsborough and the rest of Orange County. Buy Carrboro Week got me to thinking about our evolving understanding of economic development in Orange County. Just like our views on other issues such as growth management, affordable housing, environmental preservation, and school achievement I think we as a community have been continuing to learn and to look ahead, leading to a change in attitudes and goals. I've started to wonder whether a traditional "Chamber of Commerce"-type approach is all that relevant here anymore.

The Economic Opportunity of Solid Waste

I don’t think anybody in Orange County is happy that we are planning to send our trash over the horizon to a giant landfill in some poor God-forsaken community.

I don’t think our county leadership is happy about becoming beholden to a giant waste corporation that will have us by the short hairs when they want to raise the hauling rates somewhere down the road. And you don’t have to be psychic to know that fuel costs are only going to rise.

The current plans for a transfer station harness us to an unethical and increasingly expensive boondoggle. Our best bet is to avoid getting hooked into this unpredictable system by siting our own landfill in Orange County.

First, we have to adjust our perspective and realize that solid waste represents an economic opportunity. The waste stream provides many materials that have a useful purpose. Plus we’ll save money over the long run by avoiding the inevitable price hikes from waste businesses and fuel cost escalation.

A Plan for a Plan

I went to the OCBoCC meeting on Monday about the transfer station. I came away more convinced than ever that locating a transfer station in a rural farming or residential area is a bad idea. I think a lot of good reasons for it being a bad idea were put forth, and as I took notes I realized that the OCBoCC all know most of these arguments and reasons not to do this, so rehashing it is not of any particular benefit. What I think has not been done yet is to put together an outline/timeline of an alternative that involves all of the potential players and describes the benefits with an end goal in mind.

So, rather than rehash, I thought I could take a stab at a plan for a plan. Obviously the outline below is a strawman (the 21st century equivalent of the back of a napkin) and needs refinement. A lot would need to happen and a lot could happen in parallel. I think you'll get the gist though.

First:

Convince yourselves and the community at large.

WTE makes sense looking down the road five to seven years when tipping fees increase and as the county grows.
